辺野古工事再開 沖縄の声無視するのか

再開前に翁長雄志(おながたけし)知事は菅義偉官房長官と面会し、沖縄との事前協議を求めたが菅氏は拒否した。

 翁長氏は国勝訴が確定した先の最高裁判決を受け、埋め立て承認の取り消しを撤回したものの、他のあらゆる権限を使って移設を阻止する姿勢は揺らいでいない。

 沖縄の声を無視し、判決を錦の御旗とするかのように工事を再開した政府の姿勢はあまりにも一方的であり、地方自治を踏みにじる強権姿勢と言わざるを得ない。

After a hiatus of about 10 months, construction work for the relocation of U.S. Marine Corps Air Station Futenma to the Henoko district in Nago, Okinawa Prefecture, resumed on Dec. 27.
Okinawa Governor Takeshi Onaga retracted his decision to rescind approval for land reclamation work at the site given by his predecessor, Hirokazu Nakaima on Dec. 26, less than a week after the Supreme Court ruled against the Okinawa prefectural government.

The central government wasted no time in resuming the project, without the support of the people of Okinawa. And Onaga is set to exercise every gubernatorial power at his disposal to resist the project.

Presidents of higher education institutions 
who submitted the written statement give an interview 
on December 27 at the correspondents’ club.
 
On the morning of December 27, the presidents of nine higher education institutions in Okinawa submitted a written statement to the Japanese and U.S. governments in response to the recent crash accident of a U.S. MV-22 Osprey vertical takeoff and landing aircraft on the shore in Abu, Nago, and the belly-landing of an Osprey at Futenma Air Station. The statement demands that the types of U.S. military aircraft that have caused accidents within Japan, including Osprey, be suspended from flying over Okinawan land, among other things. Copies of the statement were sent to Japan’s prime minister and minister of defense, and to the U.S. president and secretary of state.

NAGO, Okinawa -- More than 200 people staged a protest here against the relocation of U.S. Marine Corps Air Station Futenma to the Henoko district of this city on Dec. 27 as the government resumed construction work the same day, chanting slogans such as "No base for Henoko's sea."

In front of the gates at U.S. Marine Corps' Camp Schwab in Henoko, a sit-in began shortly past 6:30 a.m. as base security guards wearing helmets kept watch. One after another, protesters arrived by bus or car at the gates used by construction vehicles to join the demonstration.

At 1:30 p.m. on December 26, Okinawa Governor Takeshi Onaga held a press conference at Naha Airport and announced that he had begun procedures to cancel his cancellation of authorization to reclaim land in Henoko, Nago City. Onaga cancelled the authorization in October of last year.

On the same day, the Okinawa prefectural government sent notice of the cancellation to the Okinawa Defense Bureau. As soon as the notice reaches the Defense Bureau, former Governor Hirokazu Nakaima’s authorization of the Henoko land reclamation, which he made in December 2013, will regain force. The Okinawa Defense Bureau plans to resume reclamation work as early as December 27. The work has been suspended since March 4 of this year, when the prefectural and national governments reached an out-of-court settlement in a proxy execution lawsuit.

Hiroji Yamashiro, the director of the Okinawa Peace Movement Center, who was arrested on October 17, has been prosecuted and is now being detained for his involvement in protests against new U.S. base construction in Henoko, Nago and Helipad construction in the U.S. marines’ Northern Training Area (NTA) in Takae, Higashi. He responded to interview requests made by the Ryukyu Shimpo through a lawyer who has been representing him.
On December 24, the Ryukyu Shimpo sent him questions, and received his response in writing on the same day.
 
Yamashiro emphasized the importance of continuing the movement and not giving in to the central government’s hardline stance on building the new base and the helipads. 

“Now is the time to support Governor Onaga. Let’s join our hands to work for the future of Okinawa. The future is ours,” he states in his response.

“I feel unexplained anger,” He says. He denounced the Osprey crash and called for the unity of Okinawan people, “Let’s unite and exercise the power of the prefecture’s people to stop this reckless chain of fear.”

Touching on a ceremony held on December 22 for the return of part of the northern training area, Yamashiro expressed his feelings,

“I was so moved emotionally that tears were coming out of my eyes when I heard that Governor Onaga had publicly taken part in the citizens’ protest gathering with a resolute attitude, refusing to attend the ceremony. I remember the strength that I felt.”

He stated, regarding the arrest of many protesting citizens including himself,

“I cannot help but say that it is unforgivable repression.”

He wrote about the future,

“I am waiting for the day I will proudly raise my voice in protest together with colleagues. I will do my best here.”

22日に質問を文書で渡し、同日書面で回答を得た。山城議長は新基地建設やヘリパッド建設を強行しようとしている日本政府の姿勢に対して、

「今こそ、翁長知事を支え、沖縄の将来を開くために、意を決して力を合わせましょう。未来は、私たちのものです」

と国の強行に屈せず、運動を継続してく重要性を強調した。

オスプレイの墜落については

「言いようのない怒りを感じます」

とした上で

「この無謀を極める恐怖の連鎖を止めるために県民の力を結集していきましょう」

と訴えた。

 ヘリパッド完成に伴い22日に開催された米軍北部訓練場の返還式典については

「翁長(雄志)知事が毅然(きぜん)と出席を拒否し、市民の抗議集会に公然と参加され力強く発言したと聞き、涙が出そうなくらい感動し、力強さを覚えている」とした。

多くの抗議市民が逮捕され、山城議長の勾留が長期に及んでいることについては「許し難い弾圧であると言わざるを得ません」

と指摘した。今後の抗議運動については

「また、肩を組み、抗議の声を高らかに歌い上げる日を待っています。その日まで、ここで頑張ります」とつづった。

<社説>北部訓練場過半返還 「負担軽減」にならない 県民の力で圧政はね返そう 2016/12/23


 

誰のための返還なのか。米軍と安倍政権が仕組んだ欺瞞(ぎまん)に満ちた茶番と断じるほかない。

米軍北部訓練場過半の返還を記念した式典で、菅義偉官房長官は「今回の返還は本土復帰後最大の返還であり、沖縄の米軍施設の約2割が返還され、沖縄の負担軽減に大きく寄与する」と強調した。

 在沖米軍基地機能強化による沖縄の負担増を、返還面積の広さで覆い隠し「負担軽減」と偽装することは断じて認められない。

 2016年12月22日を新たな「屈辱の日」に終わらせてはならない。真の負担軽減を勝ち取る「出発の日」として位置付けたい。

 辺野古、高江の基地建設に対する抗議行動に絡んで起訴、勾留されている沖縄平和運動センターの山城博治議長(64)が、接見の弁護士を通じて本紙のインタビューに応じた。「安倍政権のすさまじい攻勢を受けて翁長県政、全県民が苦境に立たされている。県民の団結で打開していく道はあるものと信じる」と述べた。

政府は22日、北部訓練場の返還式典を開き、「負担軽減」を打ち出す。山城議長は「オスプレイ墜落事故を踏まえると、脅威の増大はあっても負担軽減はない。式典など冗談ではない。県民の怒りはますます強くなり、オスプレイパッドが完成しても抗議は続くだろう」と指摘した。

 山城議長は接見禁止処分が続いていて、弁護士以外は会うことができない。本紙は弁護士に書面で質問を託し、回答を得た。10月17日の逮捕後、山城議長がメディアの取材に応じるのは初めて。(北部報道部・阿部岳)

■【全文】山城議長への書面インタビュー

 -起訴事実について。

 「今後法廷の中で明らかにしていきます」

 -高江ヘリパッドが完成したとして、政府は返還式典を開き、負担軽減を打ち出す。

 「オスプレイ墜落事故を踏まえると、脅威の増大はあっても負担軽減はない。式典など、冗談ではない。県民の怒りはますます強くなり、オスプレイパッドが完成しても県民の抗議は続くだろう」
 -辺野古訴訟は県が敗訴し、工事再開の見通しだ。

 「訴訟の結論は今の裁判所の体制では予想できたことであり、最高裁で県が敗訴しても落胆はないし、県民の決意も揺るがないだろう。工事再開となれば、またたくさんの県民がさまざまな現場に駆け付けて、徹底した抗議活動を展開するだろう。翁長県政にあっては、政府の圧力はすさまじいものと予想されるが、ぜひ県民の思いをくんで、力強く取り組まれることを願っている」

 -オスプレイが墜落した。

 「懸念されていた事故がついに発生した。私たちはオスプレイが配備されようとした2012年から、普天間飛行場包囲行動や、高江・辺野古の闘いの現場を通して、オスプレイ配備撤回を求める運動を続けてきた。高江での飛行訓練、キャンプ・シュワブ、ハンセンでの飛行訓練、そして本島全域での飛行訓練。住宅地、市街地を問わない飛行訓練に恐怖を感じ、怒りが沸き立つ。県民が力を合わせて頑張る時と考える」

 -現場で抵抗する市民や、広く県民に訴えたいことは。

 「戦争国家へ邁進(まいしん)する安倍政権のすさまじい攻勢を受けて翁長県政、全県民が苦境に立たされていると思う。これまで培ってきた県民の団結で、この事態を打開していく道はあると信じる。県民の皆さま、頑張って参りましょう」

 「最後に。多くの皆さまに支えられ、心身ともに元気です。ご安心ください」

At Kenmin Hiroba in Naha on December 21, citizens took part in a candlelit protest to denounce a U.S. Marine MV-22 Osprey crashing off east coast of Nago and Japan’s Supreme Court ruling against Okinawa Prefecture in a lawsuit over the relocation of Futenma air base which would mean a new base in the already base-burdened island. Those who gathered lit paper candles as a powerful symbol of their protest. Candlelit protests were also held in front of Nago Police station as well as in the Prefectures of Hyogo and Fukuoka.

The protest was held following Okinawa Prefecture’s defeat in the lawsuit over the legality of the relocation brought by the national government against Okinawa in response to Governor Takeshi Onaga’s retraction of permission to reclaim land for the base in Henoko, Nago City. The Second Petty Bench of the Supreme Court announced their judgement of Okinawa’s appeal without listening to any testimony that would have been needed to overturn the initial verdict. The protest against the verdict event was arranged through social media.

The Supreme Court ruled Tuesday in favor of the central government in its dispute with Okinawa over the Futenma base relocation, likely allowing the controversial construction plan to resume.
Although not unexpected, the decision is another slap in the face for the Okinawa Prefectural Government. On Monday, the U.S. military resumed Osprey flights, despite the prefecture’s objection, after grounding the tilt-rotor transport aircraft last week following a crash-landing off Okinawa.

The Supreme Court on Dec. 20 rejected an appeal from the Okinawa prefectural government to stop the central government’s plan to relocate U.S. Marine Corps Air Station Futenma within the prefecture.

The rejection by the top court’s second petty bench finalized Okinawa's loss in the conflict to halt the relocation from densely populated Ginowan in the prefecture to the coastal Henoko district of Nago.

Okinawa Governor Takeshi Onaga’s predecessor, Hirokazu Nakaima, approved the central government’s application for reclaiming the sea area off Henoko in December 2013. However, Onaga, who was elected in 2014 on a campaign pledge to oppose the relocation within the prefecture, nullified Nakaima’s approval in October 2015. Onaga wants the air station moved out of the prefecture.

An MV-22 Osprey vertical takeoff-and-landing transport aircraft flew away from U.S. Marine Corps Air Station Futenma in Ginowan City at 1:58 p.m. on December 19.

MV-22 Osprey aircraft belonging to U.S. Marine Corps Air Station Futenma in Ginowan City took off the base and resumed the full flight operation at 1:58 p.m. on December 19. The MV-22 vertical takeoff and landing aircraft’s flight operations had been suspended after the crash at the coast of Abu, Nago City in the night of December 13.

An MV-22 Osprey, which had been parked at the Iejima auxiliary airfield of Ie Island, took off at 2:32 p.m. on December 19.

The U.S. military explained that the reason for resuming flight on July 19 was to return the Osprey, which was parked at the Iejima auxiliary airfield, to Futenma.

It was confirmed on the afternoon of December 18 that an MV-22 was parked at a helicopter-landing zone (helipad) near the landing zone “LHD deck” of the island.

The aircraft had been flying to Ie Island before the accident took place on December 13, but the date and reason for its operation have not been revealed.

It is confirmed that trucks were coming and going at the Iejima auxiliary airfield before noon on December 19 for resuming its flight.

The bulk of the wreckage remains without being able to recover at the crash scene of the aricraft.

In the situation that the recovery operation for the plane’s fuselage is not completed six days after the crash, resuming the flights of the MV-22s could fuel the prefectural people’s protest further.

At the Futenma base, an Osprey began rotating its propeller blades at about 1:43 p.m., and another 1:50 p.m. on the same day.

The Okinawa Defense Bureau officials conveyed the information on the resumption of the flights for the Osprey aircraft to the prefectural government and the concerned municipal offices, including Nago City on the morning of the same day.

名護市安部の海岸に墜落した米軍普天間飛行場所属の垂直離着陸輸送機MV22オスプレイの残骸の一部が15日、米軍によって墜落現場から約800メートル離れた浜に引き揚げられた。残骸が置かれた浜と軍用トラックの待機場所をつなぐ搬出通路を確保するため、米軍が単独で浜の広範囲に規制線を張った。その後、視察に訪れた名護市議らの抗議を受け、規制範囲を約30メートル四方に縮小した。事故現場で米軍が単独で規制線を張ることは米軍機事故に関するガイドライン(指針)上、原則認められておらず、米軍が主導し現場を取り仕切っている様子が見られた。

US military sets up restricted area on beach to keep people away from Osprey wreckage 
U.S. soldiers section off the beach with restriction tape and clean up the wreckage of the airframe on December 15 in Abu, Nago City.

On December 15, the wreckage of the MV-22 Osprey vertical takeoff and landing aircraft from Futenma Air Station that crashed on the shore in Abu, Nago, was moved to a separate beach about 800 meters away from the actual crash site. In order to ensure passage for carrying out the wreckage between the beach and a waiting lot for military trucks, the U.S. military
singlehandedly put up restriction tape around an expansive area of the beach. After this, upon Nago City Council members coming to observe and protest, the soldiers reduced the restricted area by 30 square meters. By taking initiative and moving the wreckage from the actual crash site and setting up restriction tape singlehandedly, the U.S. military did not observe the rules set forth in guidelines concerning U.S. aircraft accidents.

The Guidelines Regarding Off-Base U.S. Military Aircraft Accidents in Japan have established procedures for restricting access to a crash site. These set forth that the “inner cordon” in close vicinity to the crash site will be jointly manned (by the U.S. military and Japan’s law enforcement authorities) “except in extraordinary circumstances.” They do not stipulate that the U.S. military will singlehandedly control access restriction to the site. The U.S. military is only able to regulate “spectators” until the arrival of the Japanese police or coast guard.

Generally under these guidelines, the Japanese authorities will establish an “outer cordon” around the inner cordon. However, on the beach there was only one line of restriction tape, which about 20 prefectural riot police officers guarded after the U.S. military had put it up.
In regards to the U.S. military using restriction tape, the Nago police said they understood the U.S. military’s temporary measures to put the wreckage on the shore, but they could not confirm precisely why the U.S. military went so far as to put up its own restriction tape.

事故現場の立ち入り規制の手続きなどを定めた「合衆国軍用航空機事故に関するガイドライン」は、事故現場至近の「内周規制線」について「特別の場合を除き、日米共同で人員が配置される」と定めており、米軍が単独で立ち入り規制線を管理する規定はない。米軍が「見物人」を整理できるのは、日本の警察や海上保安部が到着するまでの間に限定されている。

 ガイドラインでは通常、内周規制線の外に日本側が設定する「外周規制線」を張ることになっているが、浜の規制線は一つしかなく、米軍が設置した後、県警機動隊員約20人が規制線を警備した。

 米軍の規制線について、名護署は「一時的に残骸を浜辺に置くための措置がとられているのは把握しているが、米側の規制線が張られているということまではきちんと確認していない」と話した。

この危険で不気味な灰色の機体が飛ぶ限り、どこに落ちてもおかしくない。県民の命と尊厳を守り、犠牲者を出さないためになすべきことが一層鮮明になった。

 それは危険機種の撤収にとどまらない。欠陥機を運用する在沖米海兵隊の全面撤退と辺野古新基地、高江ヘリ着陸帯の建設断念を強く求める。

 海兵隊の垂直離着陸機MV22オスプレイが13日夜、名護市安部の海岸に墜落した。多くの県民が「落ちるべくして落ちた」と背筋が凍る恐怖感を味わっている。
 沖縄配備を強行した上、危険な訓練を放置する日米両政府への強い怒りが基地の島に充満している。

As long as these dangerous and eerie-grey-colored aircrafts continue to fly, it would be no surprise if they eventually crashed somewhere. It has become all the more clear what needs to be done in order to protect the lives and dignity of Okinawans and to prevent casualties.

This is not limited to the removal of these dangerous aircrafts. It also involves a strong demand to completely remove the U.S. Marine Corps who are stationed in Okinawa that operate these defective aircrafts, and to abandon the construction of the new Henoko base and the Takae helicopter landing strips, or helipads.

辺野古訴訟、沖縄県の敗訴が事実上確定 判決20日に決定 2016/12/12

翁長雄志知事による名護市辺野古の埋め立て承認取り消しを巡り、国が県を相手に提起した不作為の違法確認訴訟で、最高裁は12日、判決期日を20日に決定した。

弁論を開かずに判決期日を指定したことにより、県の敗訴が事実上確定した。辺野古新基地建設阻止を掲げる翁長県政にとって厳しい結果となり、今後の議論に大きな影響を与える。




 翁長知事は「確定判決には従う」と述べており、最高裁判決後にも埋め立て承認取り消しを“取り消す”見通しとなった。国が新基地建設工事を再開する法的根拠が復活する。一方、翁長知事は敗訴した場合でも「あらゆる手法」で辺野古新基地建設を阻止する姿勢は変わらないとしており、移設問題の行方は不透明な情勢が続く。

In the case the Japanese government has brought against the Okinawa prefectural government regarding Governor Takeshi Onaga’s cancellation of approval to reclaim land in Henoko, the Supreme Court on December 12 set the decision date for December 20. With the decision date set before the arguments have opened in this appeal, the prefectural government’s loss in this case appears to be a foregone conclusion. This is a bleak outcome for the Onaga administration in its efforts to obstruct construction of a replacement facility in Henoko, and will have a significant effect on the dispute from here on out.
